Chief Trainer is Bruce Luedeman. He holds a Master Degree in Criminal Justice Administration, many years in Colorado Law Enforcement and is  a credentialed Missouri Police Officer.  He has over 30+ years in adult education primarily in Law Enforcement topics .  All of the support instructors have many years of law enforcement experience with Missouri P.O.S.T. credentials.


The Community Safety Officer (CSO) comes from, and is a trusted & respected member of, your community.   The CSO can be a young adult working their way through college or a retired person with a sense of  service.

Community  Safety Officer Training

The CSO candidate will come to our facility in Independence, Missouri for approximately 80 clock hours of training to include Report Writing, Patrol Procedures, Criminal Law and Court Procedures including Use of Force issues, Crime Scene Management, assisting a Law Enforcement Agency, Situational Awareness, CPR/1st Aid skills, Human Relations and Conflict Resolution Skills.

The CSO program is designed for small towns and villages who cannot afford to support a Police Department.   The CSO is not a police officer but assumes a visible security and service position within the community.  The CSO will wear authoritative attire, patrol in a vehicle or on foot and be armed.  The CSO does not enforce the law but can respond to emergencies and urgent situations.  The CSO’s responsibility is to stabilize and maintain until Law Enforcement or emergency medical services can arrive at the scene.
